Clients own the source code, data, and IP outright on final payment. There are no subscriptions and no licences.

To be exact about what the first three are: a pre-qualification is permission to be invited, not a contract award and not a guarantee of work. It means the province has already reviewed us against its criteria and cleared us to bid, so a ministry can go straight to a statement of work instead of running a full open competition.
The starting point for most public bodies is a fixed-price application condition assessment of one system, which is small enough to sit under most direct-award thresholds and produces a written report rather than a proposal.

You own it outright
Source code, repositories, database, and hosting accounts transfer into the client's name on final payment. There is no licence, no renewal, and nothing that switches off if the relationship ends. Support afterwards is optional and hourly, never a monthly fee for existing.

Fixed price, milestone-billed
Every engagement is quoted at a fixed price before work starts, and billed against milestones rather than hours. Remediation work on an existing system is quoted as a ceiling: it can come in below the number, it never comes in above it.

WCAG 2.1 AA as a build standard
Every project is built to Web Content Accessibility Guidelines 2.1 Level AA, applied from the start rather than retrofitted. This is a standard we build to and can write a self-assessment against. It is not a certification we hold, and it is not a third-party audit result.

Canadian data residency, on request
For programs with residency obligations, systems are deployed entirely inside Canadian regions so operational and citizen data stays in the country. Hosting and residency are confirmed in writing per engagement rather than assumed.

English and French parity, where required
Full English/French parity can be built where a program requires it. Stated as a capability we can deliver rather than as a bilingual product already shipped, because that is the honest version.

No subscriptions
Bluestone does not sell seats, licences, or recurring platform fees. The commercial relationship is a build and a handover. That is the entire reason the firm exists, and it is the one term that is not negotiable.
